文化元甲子歳 - "文化 (Bunka)" is the name of the era from 1804 until 1818. "元 (gan)" means "the first" in the annual description. It is often written as "元年 (gannen)" means "the first year". In this case the character "歳 (sai)" is used instead of "年 (nen)". "甲子 (kinoe ne/kōshi)" is a number of the sexagenary cycle.
